While Presto is cheaper at $19 each way, it is still a better deal to get the BOGO tickets if you will be travelling both ways with UP Express.  You can use the vouchers from other stations, but they have to be bought at Union or Pearson, so unless you are flying into Pearson to visit Toronto, probably not worth going downtown to buy an immediate travel ticket.
