I’m in Kingston, wouldn’t take mine either…I don’t think it has anything to do with Postal Code, it’s not your house address so how would they know you’re in an apartment or house from your postal code?
*I don’t think it has anything to do with what type of dwelling you live in I meant to say…It must just be what part of Ontario you’re in, since it doesn’t seem to be working for anyone outside of a few places in ON.

It depends if you your area requires compostable bags in the green bin. I am in Toronto, did not work, my parents in Niagara and it worked.
