As I stated previously in a couple of posts, shipping is not free on orders over 40$. They offer a 8$ discount on the flat shipping rate (18$). Here is the explanation from the ELF website:

We are happy to offer flat rate shipping to Canada for $18.00. Payment of any duties and taxes is the responsibility of the recipient, and these fees may be collected at the time of delivery.

I checked out the website it is not Canadian it is American and they are charging $18 for shipping, i think it is too much I can go to winners and get elf producs cheaper
