I just came back from the Gap in Edmonton,ab and the discount only applies to regular priced items only. But I see others got it for sale items..what should I do?

I also used it on sale items today in BC. It shouldn’t apply to just regular price items, as the voucher is essentially a $25 credit.
I tried using it with clearance items and it didn’t work. The cashier typed in the code and it wouldn’t work. My purchase was only clearance items. Did others who got it with clearance items have a regular priced item(s) in there as well?
