Just ordered my samples. It was slow but went through. I just had to sign in with my e-mail and password and then I got a screen saying:
Thank you for requesting a sample!
Please allow 6 to 8 weeks for delivery.

Keep trying, they process some, then take a break, then process more. Mine went through after about ten minutes of trying every few minutes.You don’t need to put your address, but you MUST already be a member of P&G and have an account, and use THAT email address to sign in for the request for the samples. There is also another one with Olay and Pantene brands.
But they didnt ask for address??

I successfully signed up for samples, but had to go back to my profile on the P&G website as my address wasn’t there. You may need to edit your profile to get the sample.
